Postsecondary Capital

The Office of Postsecondary Finance and Capital (PFC) coordinates the process for developing state budget recommendations for capital investments and state-funded debt for Oregon’s public universities and public community colleges.  Responsibilities include capital proposal development, such as leading the rubric and prioritization process for the university capital request and the capital allocation formula development; long-term planning of capital needs; fiscal reporting and analysis; and administration of bonds and payments for state-approved capital projects for the community colleges and universities.
