Postsecondary Capital Construction and Deferred Maintenance Investments

The State of Oregon supports the financing of public college and university buildings, facilities, construction, demolition, renovation and maintenance. The state primarily supports these activities through state-funded debt in the form of bonds. The information here will help you learn about the state process for capital construction and deferred maintenance funding at the Oregon community colleges and public universities. 

Our Responsibilities

The Higher Education Coordinating Commission (HECC) Office of Postsecondary Finance and Capital (PFC) coordinates the process for developing state budget recommendations for capital investments and state-funded debt for Oregon’s community colleges and public universities. Our responsibilities include the following.

  • Capital proposal development, such as leading the rubric and prioritization process for the university capital request and the capital allocation formula development (see the planning guides posted below)
  • Long-term planning of capital needs
  • Fiscal reporting and analysis
  • Administration of bonds and payments for state-approved capital projects

Public processes related to funding the community colleges are conducted at public meetings, often starting in the HECC Funding and Achievement subcommittee. Learn how to stay engaged with us or subscribe to public meeting notices here.

University Capital Funding

PFC coordinates the process of developing state budget recommendations for capital investments and state-funded debt (in the form of bonds) for public universities. Oregon’s seven public universities develop the project proposals and submit them to the HECC for consideration in the Agency Request Budget.

10-Year Strategic Capital Plan

To assist the Commission in setting priorities for public university capital construction and deferred maintenance projects that are aligned with educational goals of the state, a 10-year strategic capital plan was created in 2019. The plan was developed in partnership with the public universities and workforce partners, and with the support of consultants with expertise in educational strategic capital planning.

Community College Capital Funding

The HECC Office of Postsecondary Finance and Capital also coordinates the process for developing state budget recommendations for capital investments and state-funded debt (in the form of bonds) for Oregon’s community colleges. Oregon’s 17 community colleges develop proposals and advance them to the HECC for consideration in the Agency Request Budget. Oregon statutes require the community colleges to match funding for any state-based bond funding.
