Legislative Resources and Budget Development
As the State of Oregon’s single, comprehensive portal to all sectors of higher education, HECC presents to the Oregon Legislature policy and budget proposals to strategically invest in Oregon’s postsecondary institutions and the students and communities they serve.
The HECC’s statutory authorities include advising the Oregon Legislature and the Governor on higher education policy, and the development of biennial budget recommendations for public postsecondary education and workforce training in Oregon. During each legislative session, the Commission presents to legislative committees on topics of critical concern to Oregon higher education, including statutory assignments given to the HECC related to research, funding and policy to serve Oregonians.

During sessions and continually, the HECC works closely with partners, including the Department of Administrative Services, Department of Education, leadership of Oregon’s seven public universities and 17 community colleges, and organizations including the Oregon Student Association, the Oregon Alliance for Independent Colleges and Universities, the Oregon Community College Association, and others.
