​This page features literature developed and distributed by ICN agencies as well as information supplied from other entities that have an interest in comlpiance with employment laws. These are the same pieces of literature handed ​out during in-person presentations. We will update the content of this page as new information and literature occur. 


Employee or Independent Contractor? - This tri-fold brochure provides information about how ORS 670.600 is applied and how to contact agencies involved in the Interagency Compliance Network. Also available in Spanish, Russian, Vietnamese, and Korean.


State Agency Criteria for Independent Contractors - Not all state agencies determine whether a worker is an independent contractor in the same manner. This sheet describes the different tests and which agencies use them.


Oregon Revised Statute 670.600 - The exact letter of the law used by Oregon's Department of Revenue, Employment Department, Department of Consumer & Business Services’ Workers’ Compensation Division, Construction Contractors Board, and Landscape Contractors Board.


Oregon Administrative Rule 471-031-0181 - The administrative rule created to clarify language within ORS 670.600. This rule helps agencies define the "direction and control" requirement found in statute.

The Oregon Employer Council is an organization providing high-quality, low-cost education to employers about governmental affairs and other issues in order to benefit its members.


The Small Business Development Center in Oregon provides advising, training, online courses and resources for businesses throughout the state.
