Healthier Oregon: Disability and Long-term Care Services for Immigrants and Refugees

People of any immigration status can apply for free health coverage, disability support and long-term care benefits

If you live in Oregon and meet income and other criteria:

  • You can get full Oregon Health Plan (OHP) benefits. OHP is Oregon's Medicaid program.
  • You can get added services if you are an older adult, have a disability or are recovering from an injury or illness. This could be things like help with daily needs, long-term care or help finding a job.

The Oregon Health Plan (OHP) is Oregon's Medicaid program. Visit the OHP website to see if you qualify​.​


If you qualify, you can get free services including: 

These extra services are provided through the Oregon Department of Human Services.​ Services are for people with intellectual or developmental disablities. This includes things like autism, Down syndrome, cerebral palsy or difficulty learning.


If you qualify, you can get free services including:

  • Help in your home with personal care and daily activities. This includes things like bathing, dressing and eating.
  • Help getting a job.
  • Help accessing your community.
  • Tools and equipment to help you take care of your personal needs, communicate and move around your home and community.

These extra benefits are available through the Oregon Department of Human Services. There are several different programs and each one has their own eligibity criteria. These benefits are for people who are age 65 or older​​ or have a disability.


If you qualify, you can get free services including:

  • Help in your home with personal care and daily activities. ​This includes things like bathing, using the bathroom, dressing, eating, mobility and taking medication.
  • Transportation for things like medical appointments, grocery shopping or community events.
  • Helping finding options for places to live if you need help with daily activities.

You can apply at any time of year​.​

  • ​Online: You can apply online. ​You will need to create a ONE Online account.
  • By phone: Call 800-699-9075 ​(Monday to Friday from ​7 a.m. to 6 p.m. Pacific Time).
  • In person: You can go in to a loc​al office​.

Public charge notice for immigrants

Most of these benefits do not count during an immigrant's public charge test. However, long-term care services provided in a nursing facility or state hospital may be counted.
