Fingerprinting requirements
The Background Check Unit (BCU) may need to complete a national criminal records check on a subject individual (SI). When this happens, the SI must submit fingerprints for processing.

Fingerprinting methods
We encourage the use of electronic fingerprint capture and submission.
FieldPrint
FieldPrint, Inc. is an international corporation based on the east coast. Oregon's Department of Administrative Services has contracted with them to provide services to all state agencies, including ODHS and OHA. FieldPrint has subcontracted with local businesses (called FieldPrint vendors) to do the fingerprinting. These businesses range from fulltime fingerprint technicians to packaging and shipping businesses that do fingerprinting as a side business. FieldPrint is a national corporation and provides fingerprinting services for BCU in any state where an SI currently resides. If the SI is outside the country, please read the section "SIs outside of the U.S."
How to schedule an appointment with FieldPrint
- Once your agency has initiated a background check and the SI has completed the authorization and disclosure, directions on how to schedule an appointment with a FieldPrint vendor will be included in a letter available in ORCHARDS.
The information in the letter is unique for each SI and background check.
- The qualified entry designee (QED) will also get an email notification.
- Follow the directions carefully in the letter and email notification.
Cost
- The current charge for fingerprint capture through FieldPrint is
$12.50.
- It is up to your agency whether the agency or the SI pays this cost.
- It must be paid with a credit card at the time the SI schedules the appointment.
Monthly invoicing
If your agency anticipates fingerprinting 100 or more SIs each year, you can work with FieldPrint to set up monthly invoicing.
Law enforcement agency transmission
Some SIs go to law enforcement agencies (LEAs) to get their fingerprints transmitted directly to Oregon State Police. This is called "Livescan." For these SIs, their agency may have an agreement to offer these services.
If your agency uses LEAs for fingerprint capture, you must use correct coding so Oregon State Police can identify the fingerprints as part of a criminal records check through BCU.
Hard card rolled fingerprints
Oregon law requires any SI who is having a background check that requires fingerprints through BCU to have their fingerprints captured and submitted electronically. However, at this time BCU is able to accept original linked-rolled fingerprint cards. This option can be used if your SI does not have access to FieldPrint or other Livescan option. BCU will notify interested parties when there is a moratorium on hard cards with rolled fingerprints. Oregon State Police requires the use of an “FD-258” fingerprint hard card. FD-258 Fingerprint hard cards are available at Police Stations and most Sheriff’s Offices.
SIs outside of the U.S.
BCU does not have any access to electronic fingerprinting outside the United States. This means that cards are manually rolled. BCU cannot guarantee that we are meeting the federal requirements for fingerprint submission if the SI gets fingerprinted in another country. Federal and Oregon State Police requirements include:
- Use of FBI-approved fingerprint cards (FD-258 cards).
- The fingerprint rolling must be performed at a United States Consulate’s Office.
- High quality images including clear ridge detail.
- Correct data about the SI and when and where the fingerprint capture occurred.
- Confirmation of clear and unbroken chain of custody from the person who fingerprinted the SI to the receipt of the card by BCU staff.
BCU strongly urges agencies and facilities to start a background check application once the subject individual is within the United States so that Fieldprint or Livescan can be used.
