ODHS Rulemaking

Rulemaking is a process for developing and issuing rules (rules are also referred to as “regulations”). The process can lead to the issuance of a new rule, an amendment to an existing rule or the repeal of an existing rule.





Steps in the rulemaking process

  1. Notice of Proposed Rulemaking: ODHS publishes a notice that explains the proposed rule and asks for public comments.
  2. Comment Period: The public has a set amount of time to submit written comments.
  3. Consideration: ODHS considers all comments and may decide to change the proposed rule based on the feedback.
  4. Final Adoption: The agency adopts the final rule.
