E-Signatures in Title and Registration Transactions

DMV accepts stamped, printed, digital, and handwritten signatures on most documents submitted by a business for title and registration vehicle transactions.

Electronic signatures, or e-signatures, are accepted only when the transaction is submitted by a business or licensed vehicle dealer. They are not accepted for transactions submitted by private individuals.

Electronic signatures are acceptable for most documents submitted by a business with these vehicle transactions:

Title transaction for new vehicles with a Manufacturer's Certificate of Origin (MCO)
Title transfer for vehicles new to Oregon
Title transfer for vehicles already titled in Oregon
Replacement title
Duplicate title
Salvage title
Registration-only

Most documents submitted with qualifying title and registration transactions can be electronically signed when submitted by a business or vehicle dealer.

The following documents CANNOT be electronically signed:

Oregon titles
Titles issued by another state or jurisdiction
Oregon Salvage Certificates
Salvage titles or certificates issued by another state or jurisdiction
Secure Odometer Disclosure (Forms 735-403 and 735-403a)
Secure Power of Attorney (Forms 735-402 and 735-402a)

Anyone can electronically sign eligible documents if the transaction is submitted by a business or vehicle dealer.

This process is not intended for transactions submitted by private individuals.

Electronic Secure Forms

Although the paper versions of the Secure Odometer Disclosure (forms 735-403 and 735-403A) and the Secure Power of Attorney (forms 735-402 and 735-402A) cannot be electronically signed, DMV provides electronic versions of these forms.

Electronic secure forms:

Must be signed with a secure electronic signature to be valid. This is different from a digital signature.
May only be used for transactions submitted by a business.
Must be completed electronically.
Cannot be signed by hand after printing.

The Electronic Secure Odometer Disclosure form is for one odometer disclosure only. If another disclosure is needed, a new form must be completed.

Only a business preparing a title and registration transaction for themselves or on behalf of customers may request these forms.

Private individuals are not eligible.

To receive the forms:

Complete the request form. Provide your business information.
Submit the request.
DMV will email the electronic forms to the email address you provide.

To be accepted by DMV, electronic secure forms must:

Be completed in full.
Be electronically signed using software that supports authenticated (secure) electronic signatures.
Not be signed by hand (“wet signed”) on paper.

Most standard web browsers do not support authenticated electronic signatures. Download the form before completing and signing it.

There are many software options that support authenticated electronic signatures, including:

Adobe Sign
DocuSign

Examples of signatures that are NOT acceptable for use on secure electronic forms:

This signature is unacceptable because it is typed and is not certified with certifying e-signature software.

This signature is unacceptable because it was handwritten after the form was printed.

Note: Only the secure electronic forms need to be completed using authenticated e-signatures. All other documentation eligible for digital signature may include either a stamped, typed, handwritten, printed, or cursive signature and will still be considered acceptable.

DMV cannot accept title and registration documents electronically at this time.

After completing and electronically signing the forms:

Print the forms.
Include them with your title and registration paperwork. They will be processed with your transaction the same way a form containing a “wet” signature would be.
