Water Measurement Cost Share (WMCS)

Overview

The Water Measurement Cost Share (WMCS) Program provides grants to help qualifying water users with part of the cost to voluntarily install, replace, or substantially repair a water measurement device.

OWRD invites qualifying water users to apply for a Water Measurement Cost Share Grant.

Applications are accepted on a first-come, first-served basis.

Applications are available online. The online application is mobile friendly – you can apply from a smart phone or tablet.

To qualify for funding, you must meet ALL the following:

  • You are the water right holder or have permission from the water right holder to apply for the grant.
  • You are not currently required to measure your water as a condition of your water right or any other regulatory requirement. Through February 29, 2028, non-voluntary installation of water measurement devices in the Harney Serious Water Management Problem Area (H-SWMPA) may be eligible for funding.
  • If you are using a surface water diversion (for example, water diverted from a stream or reservoir), the measurement device must be installed at the authorized point of diversion identified in the water right.
  • If you are using a groundwater diversion (for example, water withdrawn from a well), the measurement device must be located at the well or the pump location on a sump where groundwater is withdrawn under a groundwater right.
  • You are not out of compliance with an OWRD regulation order or notice of violation related to the property where the measurement device will be installed.

1.      Check your eligibility.

2.      Learn about the Water Measurement Cost Share Fund.

Review the information on this website, watch the video information session​, and read the WMCS Program Guide. These explain the program and grant requirements.

3.      Consult with local OWRD Watermaster.

Contact your local OWRD Watermaster to identify and approve the appropriate water measurement device for your system. Devices must be Watermaster approved before WMCS grant funding.

4.       Determine the project budget

Identify the estimated costs to complete the project. Determine how much you will request in WMCS funds and what you will contribute to the project. A minimum of 25% cost match of the total project is required.

5.      Complete the Application.

Complete and submit the online application, including all required attachments.

Grant funds are taxable income. The Internal Revenue Service (IRS) requires the Oregon Water Resources Department to report grant payments.

  • Individuals will receive a 1099-G form for the year you are reimbursed.
  • You are responsible for understanding tax impacts.
  • OWRD cannot give tax advice—please contact the IRS or a tax professional for help.
