Kai Turner

Position: Deputy Director

Kai Turner serves as Deputy Director of PERS, a role he accepted in 2025 following the retirement of Yvette Elledge-Rhodes. Kai began working in Oregon state government in 2021 at the Oregon Department of Education and previously held leadership roles in Utah’s Department of Technology Services and Department of Transportation.

At PERS, Kai oversees three key sections: Communications, Human Resources, and Central Business Support. In this capacity, Kai focuses on advancing strategic initiatives, improving operational efficiency, and fostering a collaborative organizational culture. Building on the foundation laid by previous leadership, Kai is committed to driving agency alignment, strengthening employee engagement, and supporting modernization through thoughtful strategic planning with the executive team.

Originally from Miami, Florida, Kai has lived in Oregon since 2021. Kai holds a bachelor’s degree from the University of South Florida and a master’s degree from Murray State University.
