The Executive Leadership Team (ELT) members are committed to administering PERS, the agency, in alignment with its

Position: Director
Kevin Olineck was appointed Director of the Public Employees Retirement System on July 16, 2018. He also
serves as an ex-officio member of the Oregon Investment Council.
As PERS’ Director, Olineck leads an organization of approximately 440 team members who administer
one of the most complex public retirement systems in the country. PERS serves over 393,000 current and
former public employees for over 900 public sector employers.
Position: Deputy Director
Yvette Elledge-Rhodes is the Oregon Public Employees Retirement System (PERS) Deputy Director and has
been with the agency since 1989.
As PERS’ Deputy Director, Elledge-Rhodes ensures that the agency is making progress on key
initiatives ranging from new legislation implementation to strategic goals.
Position: Chief Information Officer
Jordan Masanga is the Chief Information Officer (CIO) of PERS, the agency. As CIO, Masanga is responsible
for the vision, strategic direction, policy development, and management of the Information Services
Division.
Position: Chief Operations Officer
Sam Paris is the Oregon Public Employees Retirement System’s Chief Operations Officer, providing
direction to the four sections and two programs within the division: Member Services, Data Services,
Benefit Preparation, Calculations, the Oregon Savings Growth Program, and the PERS Health Insurance Plan.
Position: Chief Compliance, Audit, and Risk Officer
Jason Stanley has worked for Oregon PERS since 2006. He currently serves as the Chief Compliance, Audit,
and Risk Officer. In this role, Stanley oversees areas that are key to the agency’s success through
risk identification
and management as well as monitoring for compliance.
Position: Chief Financial Officer
Richard Horsford has been the Chief Financial Officer of PERS since July of 2019. As such, Horsford
provides executive oversight of the accounting, budgeting, internal actuarial support, and financial
reporting functions at PERS.
