Position: Deputy Director
Yvette Elledge-Rhodes is the Oregon Public Employees Retirement System (PERS) Deputy Director and has been with
the agency since 1989.
As PERS’ Deputy Director, Elledge-Rhodes oversees five divisional programs: Strategic and Operational
Planning; Communications; Human Resources; Procurement, Facilities and Logistics; and PERS Modernization. In her
role, she ensures that the agency is making progress on key initiatives ranging from new legislation
implementation to strategic goals.
Since becoming Deputy in 2017, Elledge-Rhodes has guided the agency through many significant challenges such as
the implementation of Senate Bill 1049 (2019) and maintaining business continuity during the pandemic. She has
held many positions at PERS prior to becoming Deputy, including Chief Operations Officer and Customer Services
Division Administrator; in the more than three decades she has worked at PERS, she has also held various other
leadership positions supporting membership, employer relations, and administrative rulemaking.
Yvette, a native of Hawaii, has resided in Oregon since graduating from Oregon State University with a
bachelor’s degree.
