Licensing and Regulations

Our licensing and investigation employees are available to assist you at the track during race meets. They are always available via email at  ORC.Licensing@oregon.gov or during normal business hours by phone at 971-352-0455 (Chief Investigator) 503-348-4141 (Investigator)

FAQs for Licensees

​A: Yes. You will need to submit a license reinstatement form, an application, submit the fee for licensure, and read the Oregon Administrative Rules regarding reinstatement. These forms and the rules can be found under Forms in the right-hand column of this page. If the decision is made to not reinstate your license, the licensing fee is not refundable.​

​A: No. We’re asking about court-ordered payments, such as child support or court fees. Additionally, if you are a horse owner or licensee, report if you’ve been ordered by a racing commission to pay overdue money to people for the care and feeding of your horses.​

​A: No. We honor other states' license suspensions, if they are members of the Association of Racing Commissioners International.​

​A: Yes. Include a photo from your shoulders up, against a blank background, with no sunglasses or hats. This photo can be e-mailed to ORC.Licensing@oregon.gov, or mailed with the application. Please ensure the photo is saved as a JPG.​

​A: No. You will have to submit a stable license application, which can be found under Forms in the right-hand column of this page. All owners of the stable must be licensed as well.​

​A: When submitting an initial application for a racing license, or if it’s been 5 years since your racing license expired, please submit two fingerprint cards with the application. If you contact us we can mail you the fingerprint cards to take to a fingerprinting location. If you are in the Portland area or at one of the Oregon race tracks during live race dates, ORC personnel can fingerprint you in person.

​A: No. The question is asking if you’ve ever been arrested or convicted at any point in your life. Make sure you include details and what the outcome of the case was: whether you were found not guilty, the case wasn’t prosecuted, or if you were found guilty. If you can’t remember specific dates or the outcome, just write you don’t remember.​
