Attached is the temporary rule filing that amends OAR 462-150-0010 (5)(a) regarding official workouts for Thoroughbreds. - EFFECTIVE UPON FILING 6/22/2026 and to remain in effect through 12/18/2026. During this time, the agency intends to make the rule permanent, and the proposed permanent amendment is also attached.

The temporary amendment has been filed due to discontinued racing at Northern California tracks where required official workouts ordinarily could be completed after the Tillamook and prior to the Grants Pass, OR race meets. Recognizing the hardship, the ORC approved the amended number of days so that all Thoroughbreds that need official published workouts can complete them within the eligibility timeframe.

The temporary rule will extend the time from 30 to 45 days, making it possible for horses that need official published workouts to complete them.

No hearing has been scheduled.

Attached are the notices of proposed rule adoption OAR 462-130-0005 and proposed rule amendment 462-120-0010. The comment period is now open and will remain open until 11:55 p.m. July 18, 2026. Written comments may be sent by email to Karen.parkman@orc.oregon.gov or sent by US postal service to the Oregon Racing Commission – PO Box 366, Gresham OR 97030. A hearing has been scheduled for both rules, see below for details.
