Attached is the temporary rule filing that amends OAR 462-140-0320 (6)(i) regarding Equine Infectious Anemia testing requirements. - EFFECTIVE UPON FILING 7/08/2026 and to remain in effect through 1/3/2027.
Out of an abundance of caution, the temporary rule amendment has been filed. This is due to an active equine infectious anemia investigation in the State of Washington, combined with ongoing horse movement between the Washington and Oregon racing circuits.
The agency held special meeting July 8, 2026, at 12:00 p.m. and public comment was received. The commission issued the directive to file the temporary rule by unanimous vote.

Attached is the temporary rule filing that amends OAR 462-150-0010 (5)(a) regarding official workouts for Thoroughbreds. - EFFECTIVE UPON FILING 6/22/2026 and to remain in effect through 12/18/2026. During this time, the agency intends to make the rule permanent, and the proposed permanent amendment is also attached.
The temporary amendment has been filed due to discontinued racing at Northern California tracks where required official workouts ordinarily could be completed after the Tillamook and prior to the Grants Pass, OR race meets. Recognizing the hardship, the ORC approved the amended number of days so that all Thoroughbreds that need official published workouts can complete them within the eligibility timeframe.
The temporary rule will extend the time from 30 to 45 days, making it possible for horses that need official published workouts to complete them.
