House Bill 2703 (Oregon Laws 2021, Chapter 161) becomes effective July 1, 2022. It requires all real estate brokers, principal brokers, and property managers renewing active licenses to complete a 3-hour Law and Rule Required Course (LARRC) containing instruction in state and national fair housing laws. The new LARRC is also required to reactivate a license after an inactive renewal.
2022-2023 LARRC classes with the new course content will be
available from LARRC providers starting January 1, 2022.
When do I need to take the new 2022-2023 LARRC?
- You must take the new 2022-2023 LARRC when renewing your active license on or after July 1, 2022.
This includes late renewals completed on or after July 1, 2022.
- You must take the new 2022-2023 LARRC if you are reactivating your license after an inactive license renewal if the reactivation is on or after July 1, 2022.
You cannot renew or reactivate a license on or after July 1, 2022, until you complete the new 2022-2023 LARRC.
What if I don't have the new LARRC completed in time?
You cannot renew your active license without completing the
required continuing education, including the new LARRC. If you know you will not meet the renewal date, you have two options:
If you are the only principal broker in a registered business, you should complete all continuing education, including the new LARRC, so you can renew your active license on time. If you inactivate your license or let your license expire, the registered business name is voided and all associated licensees become inactive. This means the business can no longer conduct professional real estate activity. You would then need to meet the requirements for an active license, pay the licensing fee ($450), pay to re-register the business name ($300), and pay $10 per license to add the licensees back to the business.
What if I already took 2020-2021 LARRC class?
- If you have already renewed your active license at least once, you can use the 3 hours of the 2020-2021 LARRC toward your required 27 hours of continuing education for renewal or reactivation.
- If you have not renewed your current license in active status at least once, the 2020-2021 LARRC will not count toward your
required continuing education after June 30, 2022. You will need to take the new 2022-2023 LARRC
and the applicable 27-hour Advanced Practices course (Broker Advanced Practices, Principal Broker Advanced Practices, or Property Manager Advanced Practices) to renew or reactivate your license.
How do I report my continuing education, including LARRC?
Enter your continuing education from your main eLicense account during all months except the month your license renewal month. During the month your license is in renewal, you enter your course information while you renew your license in the
eLicense renewal application.
