Executive Director Miriam D. McDonell, MD
Dr. Miriam “Mimi” McDonell is honored to join the Universal Health Plan Governance Board as its executive director. Mimi received her medical degree from the University of California, Irvine, and completed her OB/GYN residency at Oregon Health & Science University. In addition to delivering individual medical care, Mimi served as the public health officer for Wasco, Sherman, and Gilliam counties for 10 years, leading the COVID-19 pandemic response. She most recently has been the medical director for Medicaid and Medicare with a regional health plan and will be completing a master’s degree in population and health systems management in May 2025. Mimi has dedicated her career to improving the lives of Oregonians and is deeply humbled to continue the work of providing access to equitable health care for all in the state. When she is not at work, Mimi can be found running, practicing yoga, hiking, or biking in the beautiful Columbia River Gorge with her spouse, or visiting her three children who have the nerve to go to school in three different cities.
Limited Duration Operations and Policy Analyst Kim Yee, MPH, Ph.D.
Kim Yee is excited to temporarily join the Universal Health Plan Governance Board at DCBS. Kim earned a Master of Public Health in epidemiology and biostatistics and a Doctor of Philosophy in health policy. Kim’s professional background spans private- and public-sector experiences that focused on Medicaid and Medicare policy reform, health-care quality, and data justice. Kim is eager to contribute to Oregon’s timely and important universal health plan proposal. When not working, Kim travels throughout the United States and internationally on alpine journeys with their partner, volunteers for repair and literacy-based community organizations, and dreams of backyard beekeeping.
