ODOT is convening a series of informational meetings around the state to seek citizen opinions about an administrative rule to develop environmental performance standards and improve the environmental permitting process for highway construction projects. The rule is a requirement of the 2009 Jobs and Transportation Act, with several goals:
- Incorporate environmental performance standards in the design and construction of highway construction projects; and
- Improve the environmental permitting process for highway construction projects, to
- Reduce the time required to design projects and obtain environmental permits;
- Reduce the cost and delay of redesigning projects to meet environmental requirements;
- Maintain a strong commitment to environmental stewardship; and
- Reduce Oregon’s dependence on foreign oil.
ODOT will incorporate the standards into the design and construction of all state highway construction projects, including local government highway construction projects funded by the state. By increasing its reliance on performance-based standards, ODOT hopes to improve the permitting process for both state and local government highway construction projects.
Informational workshops are scheduled 4 p.m.–7 p.m. with presentations at 4:30 p.m. and 6 p.m.
