About the ACT Area: Jackson and Josephine counties. History: Initial Charter approved by OTC on Feb. 19, 1997. Most recent bylaws approved November 2012. Membership: Up to 29 voting members, determined as follows:
Designated
- Jackson and Josephine counties and cities: The governing bodies of Jackson and Jospehine counties and the incorporated cities within the area (Ashland, Butte Falls, Cave Junction, Central Point, Eagle Point, Gold Hill, Grants Pass, Jacksonville, Medford, Phoenix, Rogue River, Shady Cove, Talent) — 15 members
- ODOT: The ODOT Rogue Valley Area Manager is a voting member — 1 member
- Metropolitan Planning Organizations (MPOs): Rogue Valley and Middle Rogue — 2 members
- Rogue Valley Transportation District (RVTD): 1 member
- Rogue Valley International Airport (Medford Airport): 1 member
- Central Oregon and Pacific Railroad (CORP): 1 member
Other Stakeholders
- Trucking — 1 member
- Bicyclists and Pedestrians — 1 member
- Jackson County private sector — 3 members
- Josephine County private sector — 3 members
Ex-Officio: The RVACT may appoint ex officio membership (non-voting) from the following categories:
- Oregon Transportation Commissioners, state legislators, and local congressional aides
- Regional Solutions Team (RST)
- State and federal agencies such as US Forest Service, BLM< Fish and Wildlife, Department of Environmental Quality, Department of Land Conservation and Development, Department of Aviation
- City and county road district or departments
- Regional groups that have an interest in transportation issues such as housing advocates, regional partnerships and regional investment boards, law enforcement agencies
Leadership: Co-chairs (one from each county) rotated every two years. Rogue Valley Council of Governments facilitates meetings. Staffing: ODOT and RVCOG share staffing responsibilities for ACT and technical advisory committee. Work Program: Prioritize state transportation infrastructure and capital investments; advocate for transportation improvements on behalf of the area. Operating Documents:
