Other Information

It is the policy of the State of Oregon that facilities to be constructed or purchased by authorized state agencies be designed, constructed, renovated and operated so as to minimize the use of nonrenewable energy resources and to serve as models of energy efficiency.
- ORS 276.900

In addition, the 2007 Oregon Legislature passed HB2620 which requires that public entities spend 1.5% of the total contract price of a public improvement contract for new construction or major renovation of a public building on solar energy technology. For more information about this requirement and the rules, see our Web page .

Prequalified Energy Analysts
The Oregon Department of Energy is required by rule to establish a list of prequalified Energy Analysts for the State Energy Efficient Design (SEED) program (OAR 330-130-0090). The services of an Energy Analyst are required for all SEED Class 1 building projects. State Agencies may select from the list. State Agencies should only select persons or firms that are qualified to perform energy consumption analysis. SEED Guideline Appendix C lists the minimum qualifications for energy analysts.

These Energy Analyst Firms have been prequalified based on expertise, experience, and judgment of the Key Personnel submitted in the RFQ:
