15 Aug 2017Permanent Rules Filed for State Energy Efficient Design (SEED) Program

The Oregon Department of Energy (ODOE) filed permanent rules for the State Energy Efficient Design (SEED) program on August 15, 2017.

The revised rules:

  • Align SEED with statute (ORS 276.900-915)
  • Remove alternate compliance paths no longer applicable for new construction
  • Remove language pertaining to outdated energy reduction goal timelines for agencies
  • Describe methods and frequency of energy use reporting for state-owned buildings and building minimum square footage that triggers reporting requirement

The Oregon Department of Energy will hold a public hearing for a proposed rulemaking to update and clarify definitions and requirements for the State Energy Efficient Design (SEED) program.

07 Feb 2017Rulemaking to update and make housekeeping changes to program rules

The Oregon Department of Energy plans to open a rulemaking proceeding in the coming months to revise the rules for the State Energy Efficient Design (SEED) program.

The purpose of the Rulemaking is to:

  • Align SEED rules with statute (ORS 276.900-915)
  • Remove alternate compliance paths that are no longer applicable for new construction
  • Remove language pertaining to outdated energy reduction goal timelines for agencies
  • Describe methods and frequency of energy use reporting for state owned buildings and building minimum square footage that triggers reporting requirement
  • Correct language in section 330-130-0090​ that was inadvertently changed in past rulemaking
  • Make other general housekeeping measures
