energy efficiency standard is scheduled to apply to small battery charger
systems manufactured on or after January 1, 2017. However, an industry
association has raised concerns that the statute in question inadvertently
encompasses certain electronic products, such as computer servers and
scientific equipment, which contain embedded battery chargers for functions
such as maintaining data in memory caches. These products could not continue to
be sold in Oregon after the operative date, imposing a substantial hardship on
manufacturers, retailers and the public. The proposed rule changes would
postpone the operative date of the standards for one year, allowing the
industry association time to pursue a legislative solution.
