ODOE to hold hearing on changes to Renewable Portfolio Standard

SALEM—A public hearing will be held on Tuesday, Jan. 25 regarding proposed changes to the Oregon Renewable Portfolio Standard (RPS) administrative rules. The hearing will begin at 9:30 a.m. at the Oregon Department of Energy’s (ODOE) main office in Salem (625 Marion Street NE).
The proposed changes include, but are not limited to:
  • Recognizing a certifying organization for low-impact hydroelectric facilities,
  • Implementing 2010 amendments to the RPS (HB 3649A and HB 3674),
  • Defining “stranded electricity” and ensuring that it may be used for RPS compliance,
  • Clarifying requirements for Bundled Renewable Energy Certificates, and
  • Establishing guidelines for determining efficiency upgrades to hydroelectric facilities.
