SALEM—A public hearing will be held on Tuesday, Jan. 25 regarding proposed changes to the Oregon Renewable Portfolio Standard (RPS) administrative rules. The hearing will begin at 9:30 a.m. at the Oregon Department of Energy’s (ODOE) main office in Salem (625 Marion Street NE).
The proposed changes include, but are not limited to:

Recognizing a certifying organization for low-impact hydroelectric facilities,
-
Implementing 2010 amendments to the RPS (HB 3649A and HB 3674),
-
Defining “stranded electricity” and ensuring that it may be used for RPS compliance,
-
Clarifying requirements for Bundled Renewable Energy Certificates, and
-
Establishing guidelines for determining efficiency upgrades to hydroelectric facilities.
