SALEM — The Oregon Department of Energy will hold a rulemaking hearing on Sept. 21 relating to technical changes in its Business Energy Tax Credit program. The public hearing will begin at 9 a.m. at ODOE’s main office in Salem (625 Marion St. NE).
These permanent rule amendments implement changes made by the 2011 Legislature in House Bill 3606. The legislation specifies that federal grants received in connection with an energy facility reduce the final total cost of a facility. The rules provide new definitions of “certified cost” and “federal grant.”
The public comment period on this rulemaking ends Sept. 21.

This rulemaking should not be confused with House Bill 3672 (2011), which sunset the BETC program and created separate, smaller incentive programs. Rulemaking on those new programs will be announced at a later date.
