This rulemaking process was used to define “Oregon’s share” in ORS 469A.020(3): “If an efficiency upgrade is made to a Bonneville Power Administration facility, only that portion of the electricity generation attributable to Oregon’s share of the electricity may be used to comply with a renewable portfolio standard.”
ODOE convened an advisory committee in July 2012 and published draft rules in mid August 2012. A public hearing was held September 25 and written comments accepted from September 1 through 28, 2012. On October 9, ODOE extended the public comment period through October 30, 2012 at 5 p.m.
ODOE published a second version of the draft rules on October 16 and held a second public hearing on October 25. On October 26, ODOE published the third version of the draft rules.
