The Oregon Department of Energy (ODOE) filed new and amended rules today for the Oregon Renewable Portfolio Standard (RPS) program. The rule changes incorporate feedback received from a 14-member advisory committee and the public during a comment period and six public meetings. The rule changes include:
- Accounting for early generation that is not listed in the existing system;
- Setting standards for verifying where renewable energy was delivered in the grid;
- Naming the Low Impact Hydropower Institute certification as the eligibility standard for low-impact hydropower projects; and
- Describing how equipment upgrades at hydropower facilities may qualify for Renewable Energy Certificates.
