The department published rules to define hydroelectric upgrades in March 2011. (OAR 330-160-0050 Hydroelectric Facility Upgrades) In addition, the department has approved hydroelectric efficiency generators in WREGIS and has uploaded substantial stranded electricity associated with hydropower efficiency into WREGIS. In response to stakeholder requests, the department worked with a suite of government partners to publish draft guidance and a draft efficiency upgrade supplement on how to account for hydropower efficiency. The department accepted comments on this guidance through April 16, 2012, and held a program meeting on Wednesday, March 28, 2012, 1:30-3:30 p.m. at the department.
