Facility: The site certificate holder planned to construct and operate a wind energy facility with up to 134 wind turbines with a combined peak generating capacity of up to 201 megawatts.
Status (Expired): The second amended Site Certificate established a construction start date of August 5, 2014. Because the certificate holder did not begin construction by the specified date as required in the second amended Site Certificate, the site certificate expired on August 5, 2014, pursuant to OAR 345-027-0000. Under OAR 345-027-0110(9), EFSC must issue an order terminating the site certificate when it finds that a site certificate has expired as a result of the holder not beginning construction by the required deadline. ODOE staff will recommend EFSC terminate the second amended site certificate for the facility at its next regularly scheduled meeting.
The department wishes to thank the many members of the public that participated in the energy siting process for this facility and commented on the application and two amendments.
Location: Umatilla County, approximately 2 miles northwest of Helix.
