Helix Wind Power Facility
Proposed Facility: The site certificate authorized the holder to construct and operate a wind energy facility with up to 134 wind turbines with a combined peak generating capacity of not more than 201 megawatts.
Status: The certificate holder did not begin construction by the August 5, 2014, date required by the site certificate, resulting in expiration of the site certificate. Pursuant to OAR 345-027-0110(9), the Energy Facility Siting council terminated the site certificate by order. Should the certificate holder decide to revisit the project, they would be required to begin again with a notice of intent.
Location: Umatilla County, approximately 2 miles northwest of Helix, Oregon. 
Applicant: Helix Wind Power Facility, LLC, a wholly owned subsidiary of Iberdrola Renewables, LLC, the U.S. division of parent company Iberdrola, S.A.
