    The Employment Relations Board (ERB) resolves disputes concerning labor relations for an estimated 3,000 different employers and 250,000 employees in public and private sector under its jurisdiction. The Board administers the collective bargaining law that covers public employees of the State of Oregon and its cities, counties, school districts, and other local governments; hears and decides appeals from state employees concerning personnel actions; and administers the collective bargaining law that regulates private employers who are not covered by the National Labor Relations Act.

ERB welcomes Lisa Umscheid as the newest Board Member!
 
Lisa Umscheid has been confirmed as the newest member of the Employment Relations Board, beginning October 17, 2016. She has more than 20 years of experience as a management  labor and employment attorney, with service in both the public and private sectors. She comes to the Board from the Oregon Department of Justice where she was a Senior Assistant Attorney General in the Labor and Employment Section. Lisa earned her undergraduate degree from Pomona College, and her J.D. (cum laude) from Willamette College of Law.  Lisa has a long history of working to enhance diversity and inclusion in the Oregon State Bar, including serving as chair of the Multnomah Bar Association diversity committee and as chair of  the Oregon State Bar Advisory Committee on Diversity and Inclusion. In 2006, Lisa received the Award of Merit from the Multnomah Bar Association for her work on diversity and inclusion.  She is also a past chair of the Oregon State Bar Government Law Section.  We welcome Lisa to the Board!
 
 
 
 
 
Governor Brown appoints Adam Rhynard as new Board Chair
 
The Governor has appointed Adam Rhynard as the new Board Chair, effective October 1, 2016. He is replacing Chair Kathryn Logan, who is retiring that same date. Adam has been a Board member since March 2013. Before his appointment to the Board, Adam worked in a neutral capacity as a Staff Attorney for the Workers' Compensation Board, where he advised Board members and drafted administrative orders to resolve employer-employee disputes under the Workers' Compensation Act. Before moving to Oregon in 2006, he practiced extensively in the areas of labor, employment, and campaign finance law. Adam earned his J.D. from Northeastern University School of Law, and his B.F.A and M.A. from University of Arizona. Congratulation, Adam!
2017 Legislative Concepts
 
The Board has submitted three legislative concepts affecting several statutes in ORS ch 240 and ch 243. In addition, we have a placeholder proposal to address when bargaining starts for parties who use an interest-based process.  If we continue with the placeholder proposal, that concept will be posted in late June.
