Background

The Oregon Legislature passed House Bill 4139 in 2022 with the intention to reduce greenhouse gas (GHG) emissions from the materials and fuels used by the Department of Transportation. The legislation requires ODOT to collect environmental product declarations (EPDs), which describe environmental impacts associated with a specific product similar to a food nutritional label. EPDs will help inform agency decisions that reduce GHG emissions without sacrificing performance. ODOT is also directed to do the following:

  • Establish a Technical Advisory Committee (TAC) to assist with implementation;
  • Perform life cycle assessments;
  • Develop a grant program to help offset costs of developing EPDs;
  • Devise strategies to reduce GHG emissions from construction materials; and
  • Report annually to the Oregon Legislature and Transportation Commission.
