An Overview
The state of Oregon uses state funds to assist first-time homebuyers to secure loans (Residential Loan Program), access homeownership education, and homeownership counseling. The Residential Loan Program uses tax-exempt revenue bonds to finance below-market rate financing and cash assistance mortgage loans, also known as the Oregon Bond Loans. Homeownership assistance services are delivered in partnership with local non-profit organizations throughout the state.

OHCS helps low- and moderate-income families in Oregon buy their first home by providing below-market rate financing and cash assistance through its Oregon Bond Residential Loan Program. OHCS does not offer home purchase loans directly to home buyers. Instead, OHCS works with a network of lenders throughout the state to offer low-interest home loans. The participating lenders are available to walk you through every step of the home-buying loan qualification process. Find lender in your area here

Down Payment and Closing Costs assistance programs in Oregon for low income families Down Payment Assistance Program
The down payment assistance and closing cost programs are administered by participating organizations for low- and very low-income families and individuals, with particular focus on underserved populations. The program is funded through the state's document recording fee. The programs give qualified buyers who have completed a homebuyer education program up to $15,000 for a down payment and/or closing costs. Learn more

The Neighborhood Stabilization Program was developed by the U.S. Department of Housing and Urban Development (HUD) as a response to the proliferation of residential foreclosures that have adversely affected the housing market and greater economy over the last few years.
