Statewide master plan review program

The Statewide Master Plan Review Program is established in Oregon Revised Statute (ORS) 455.685, as a customer choice optional plan review path to the standard local building department plan review process. This option is intended to improve regulatory efficiencies, and may be useful for designs that will be replicated in a specific area, or in multiple areas in Oregon. This optional path does not waive any requirements for obtaining local permits for construction from the local building department. Coordination with the local municipality will help ensure compliance with any applicable local land use laws and any site-specific local requirements necessary for obtaining a building permit.

Acceptance of a statewide master plan review application is subject to division approval and that the applicant is aware that this optional plan review path includes some exceptions and limitations from a typical plan submittal.

General requirements

  • The plan must include sufficient design criteria to meet or exceed the site-specific, geographic, geologic or climatic code requirements where the building is intended to be constructed.
  • Approved plans are valid for the duration of the code cycle the plan was approved for as established in Oregon Administrative Rule (OAR) 918-460-0010 for plans approved to the Oregon Structural Specialty Code (OSSC), or OAR 918-480-0005 for plans approved to the Oregon Residential Specialty Code (ORSC).
  • Approved plans are not eligible for renewal.
  • Design options are not allowed to be included in a plan submittal. Each separate, unique design must be submitted independently by the applicant interested in having multiple plan designs.
  • Plans must be prepared and stamped by an appropriate Oregon registered design professional.
  • It is the responsibility of the person utilizing an approved statewide master plan to obtain applicable building permits and complete all inspections for work constructed to an approved plan.
  • Prior to submitting for a local building permit, the applicant must first obtain local planning/zoning department approval and verify the division-approved statewide master plan complies with any planning/zoning conditions and local ordinances. The applicant must provide a site plan along with the division-approved statewide master plans and any local required forms to the local building department as part of the permit application.

Plan submittal requirements

Plan submittal package

A plan submittal package must include, but not be limited to, the following:

  • Plans must be stamped by an appropriate registered design professional
  • Design code edition listed
  • Design criteria for which the statewide master plan is applicable
  • Special area applicability; radon, wildfire, floodplain (if known)
  • Floor plan
  • Cross section/s and details
  • Elevation views, 4 sides
  • Wall bracing or shear walls, locations and calculations
  • Floor/roof framing plans
  • Gravity calculations and/or prescriptive table references
  • Floor and/or roof trusses layout, details, and calculations (when used)
  • Fireplace, woodstove, chimney details and clearances (when used)
  • Fire rated construction locations and details (when used)
  • Energy code compliance
  • Foundation plan
    (Note: foundation plans will only be reviewed for flat terrain. If the construction is intended for a different terrain, foundation plans must be submitted to the local building department for review and approval

Plan submittal process

A statewide master plan review plan package must be submitted to the Building Codes Division Salem office. Plans must be submitted according to processes and procedures established by the division.

  • Submit a completed application for Statewide Master Plan Review.
  • Submit each plan separately to the Building Codes Division’s Salem office using the program email address: plans.prefab@dcbs.oregon.gov
  • Plans must be submitted in PDF format – unlocked and no encryption.
  • A file size per email is limited to 40 MB (this include the entire content of the email – any included text, signature blocks, or graphics).
  • A submittal may be broken up into more than one email provided the emails are submitted using logical methods. For example, structural plans, architectural plans, calculations, specification or data sheets, etc. Do not send emails with attachments for “pages 1-100”, then another email with “pages 101-200”. These types of emails will not be accepted.
  • DO NOT send Zip files, Google docs, or Drop Box, embedded links, etc. These emails get blocked by the state’s cyber security filters without any notification to program staff.
  • The program does have a large file transfer email system. If your submittal is too large to transfer through standard email (total email size over 40 MB), contact program staff at plans.prefab@dcbs.oregon.gov to arrange for a large file transfer email.

Plan submittal fees

  • Plan review fees will be calculated by the division after plan intake. Plan review fees must be paid by the applicant prior to the start of plan review. Plan review fees are not refundable.
  • The applicant will be notified and no fees will be required if a plan submittal is not accepted into the statewide master plan review program.
  • Approved plans may not be revised or amended without the approval of the division. Revisions to approved plans require additional plan review fees to be paid at the rate established by the division.

Local building departments

The following information is provided for both the applicant and the local building department where the applicant intends to use a division-approved statewide master plan.

  • Local building departments must allow the use of plans approved under ORS 445.685, provided the division-approved statewide master plan complies with local ordinances and site-specific requirements.
  • The applicant must include a copy of the division-approved statewide master plan to the local building department as part of the building permit application package.
  • The local building department is responsible for issuing all applicable permits and performing required inspections of the construction.
  • The local building department is responsible for determining if the approved plans meet or exceed any site-specific, geographic, geologic or climatic code requirements where the construction takes place.
  • Local building departments may be required to perform plan review of a foundation system for construction that is not contemplated by the foundation in the division approved statewide master plan review.
  • Local building departments may charge appropriate fees to cover the costs of site review, any required foundation review, review of other construction activity outside of the division-approved statewide master plan, and inspections according to Oregon laws and applicable Oregon adopted specialty code.
