Board members are appointed by the Governor and confirmed by the Senate to four-year terms. The Governor names the chair and vice chair. The full-time board was authorized in 1969 and has five members.
Chairwoman
Greta Lowry has served on the Board of Parole and Post-Prison Supervision since May of 2019. Prior to her appointment to the Board of Parole and Post-Prison Supervision, she worked as a prosecutor in Coos and Lincoln counties. As a prosecutor she represented the interests of the State of Oregon at trials, sentencings, probation violation hearings and release hearings for a wide variety of crimes. Her final duties as a prosecutor focused on programming in response to the Justice Reinvestment Initiative, wherein she was embedded with Community Corrections and tasked with determining which individuals could be safely supervised in the community. Greta holds a bachelor's degree in Liberal Studies and a law degree.
Vice-Chairperson
John Bailey has been with the Board of Parole and Post-Prison Supervision since July of 2019. Prior to his appointment to the Board of Parole and Post-Prison Supervision, he served as a U.S. Probation Officer for the federal judiciary in Portland, Oregon, and he served as a Parole and Probation Officer for the Multnomah County Department of Community Justice. As an officer in community corrections, John worked with a variety of adults on probation and Post-Prison Supervision, to provide meaningful opportunities for positive change, and enforce conditions of supervision to protect the community. John Bailey holds a bachelor's degree in Criminology and a law degree.
Board Member
James Taylor has served on the Board of Parole and Post-Prison Supervision since December of 2017. Prior to his appointment to the Board of Parole and Post-Prison Supervision, he served for four years on the Audit Committee, one as Chairman, for the Oregon Youth Authority which oversees nine youth correctional facilities in the state of Oregon. Additionally, James worked for over 30 years as a banker in Portland, Oregon, serving primarily as a Vice President in commercial real estate and business finance. James has also previously worked for the former state agency Oregon Economic Development Department and the city agency Portland Development Commission (aka Prosper Portland). James Taylor holds a bachelor's Degree in Business Administration.
Board Member
Kelly Kuklenski has served on the Board of Parole and Post-Prison Supervision since September of 2022. Prior to her appointment to the Board of Parole and Post-Prison Supervision, she worked over two decades for Clackamas County Community Corrections as a probation and parole officer, then supervisor and ultimately manager. As Community Corrections Manager, Kelly was responsible for the day-to-day operations of the Probation and Parole Department where officers worked with adults on probation or post-prison supervision to focus on community safety, accountability and rehabilitation. Kelly holds a bachelor’s degree in sociology with an emphasis in criminology and a minor in psychology.
Board Member
Ronnee S. Kliewer has served on the Board of Parole and Post-Prison Supervision since September of 2022. Prior to her appointment to the Board of Parole and Post-Prison Supervision, she worked as a
defense attorney in Multnomah County for 29 years, focusing on criminal law, juvenile law, juvenile Measure 11/waivers (including murder cases) and child welfare. Ronnee holds a bachelor’s degree in sociology from George Fox
University, performed masters work in sociology at Boston College and has a JD from
Lewis & Clark Northwestern school of Law.
Executive Director
Dylan Arthur has been with the Board of Parole and Post-Prison Supervision since March of 2018. Prior to working for the Board of Parole, he served as the Community Justice Manager for the Multnomah County Department of Community Justice and managed programs such as Drug Court, the Sex Crimes Supervision Program, and the Electronic Monitoring Program. He also has experience working as a Juvenile Court Counselor for Multnomah County and a Residential Counselor for St. Mary's Home for Boys. Currently, Dylan serves on the Oregon Attorney General's Sexual Assault Task Force and the Oregon Governor's Reentry Council. Dylan holds a bachelor's degree in Psychology.
