Terrence Woods

Before being appointed State CIO in 2018, Terrence was the State Deputy CIO, the Department of Revenue CIO, the Oregon Health Authority Director of IT, and the Department of Human Services Deputy CIO.

Prior to joining state government, Terrence was the Human Resources Manager and Regional Technology Manager for Safeco Insurance. 

Taking to heart the interests of state government and the Oregonians it serves, Terrence is the Chair of the Board of Directors for Link Oregon, a non-profit organization providing high-speed, fiber-optic broadband connectivity to our state’s public and non-profit sectors. 

Terrence earned a Master of Arts in Organizational Leadership from Gonzaga University and a Bachelor of Arts degree in Information Systems from Portland State University. 

Extending his education of organizational behavior and passion for people, Terrence is a Prosci Certified Change Practitioner as well as a Leadership and Executive Coach certified by the Hudson Institute of Coaching. 

When the opportunity arises, Terrence is an outdoor enthusiast enjoying camping and ATV riding.

State Government Artificial Intelligence Advisory Council

This council is established by Governor Kotek's Executive Order 23-26 to recommend an action plan to guide awareness, education, and usage of artificial intelligence in state government that aligns with the state's policies, goals and values and support public servants to deliver customer service more efficiently and effectively. This is a governor ordered council.

IT Enterprise Engagement Council

This council operates as a strategic collective, engaging with the State CIO regarding technology objectives for the Enterprise and collaborating with other agency stakeholders on maturing the state's technology portfolio to better service Oregonians.

Jennifer Bjerke
Deputy State Chief Information Officer

Jennifer BjerkeBefore being named Deputy State CIO in 2018, Jennifer was the State Strategic Technology Director.

Prior to joining Enterprise Information Services, Jennifer spent 20 years with the Oregon Department of Corrections, holding multiple positions in institution security operations and Information Technology Services, where she ultimately served as Chief Information Officer.

Jennifer earned a Certificate in Public Management from Willamette University and a Bachelor of Science degree in Administration of Justice from Portland State University. Additionally, Jennifer is a Project Management Professional certified by the Project Management Institute.

In her free time Jennifer enjoys traveling, hiking, kayaking and bird watching. Jennifer played collegiate basketball and now travels to cheer on Oregon State and Notre Dame women’s basketball.
