Oregon Early Learning Management System (Oregon ELMS)

Oregon Early Learning Management System (Oregon ELMS) is a new online system launching in fall 2026. Oregon ELMS replaces multiple tools with a simplified system for families, child care providers, and early learning partners.

Oregon Early Learning Management System (Oregon ELMS) is a new online system launching October 14, 2026. Oregon ELMS brings together multiple tools into an easy-to-use system geared for child care providers and families receiving ERDC child care subsidies.

Oregon ELMS for Child Care Providers

View letters sent to all child care provider types (all PDFs):​

Oregon ELMS will bring licensing, subsidy payments, and background registry tools together in one secure portal. Providers will be able to: 
  • Use one secure account to work with DELC in their preferred language
  • Keep contact details, documents, and payment information in one place 
  • Submit and track licensing applications 
  • Check the status of Central Background Registry (CBR) applications 
  • Bill for subsidy (ERDC) payments and view payment notifications 
  • Track training requirements 
  • Receive clear, timely messages from DELC 

How to get ready for Oregon ELMS:

Provider pre-registration is open between September 8 and October 9

Before Oregon ELMS is fully available, we ask providers to pre-register their account. Pre-registration sets up your login so you are ready to go on launch day.

By pre-registering, providers can:

  • Set up login information for the Oregon ELMS system
  • Check and confirm email address

Look for a letter in the mail and email from DELC with your personal registration code. It will be sent in late August, before the pre-registration window opens. 

  • By email: If DELC has your email on file, your code will arrive by email. 
    • The subject line will say: Your Oregon ELMS Registration Code — Action Needed. 
    • The email will include your code and a link to the Oregon ELMS portal, along with step-by-step instructions to pre-register. 
  • By mail: DELC will also mail your code to you. 
    • The letter will include your code and a QR code that links to the Oregon ELMS portal, along with step-by-step instructions to pre-register. 
Provider Training

In September, you’ll be able to sign up for Optional Oregon ELMS training through the Oregon Online Training Calendar. These sessions will be:

  • Free
  • Online and easy to join
  • Optional, so you can pick what topics and times work best for you
  • Able to count toward training hours in Program Management
Training sessions will cover a variety of topics and be offered multiple times to accommodate your schedule. More details will be shared soon.

Oregon ELMS for Families

Oregon ELMS makes it easier to stay on top of your child care information once your information is preloaded from the ONE system. With Oregon ELMS, you will be able to: 

  • Use one secure account to work with DELC in your preferred language
  • Check your child care subsidy (ERDC) status and case information
  • See your child care placements and provider connections 
  • Receive messages from DELC

Oregon ELMS for Individuals Enrolled in the Central Background Registry (CBR)

Right now, background registry information lives in older systems that are harder to access. Oregon ELMS brings it all together. With Oregon ELMS, you will be able to: 

  • Use one secure account to work with DELC in your preferred language
  • Check the status of your Central Background Registry (CBR) application
  • Keep your contact information up to date in one place 
  • Receive clear, timely messages from DELC
