Rule Changes Effective January 1, 2019


Following is the link to the OBD's colored version of the rule changes, that will go into effect January 1, 2019:



 Cultural Competence Continuing Education (CE)

 House Bill (HB) 2611 passed into law (ORS 413.450), creating requirements for Oregon Health Authority (OHA), through Office of Equity and Inclusion (OEI), to provide resources and support for improving the cultural competence of regulated health care professionals in Oregon and to report to the Oregon Legislative Assembly about their level of participation in cultural competence education.  (Cultural Competence CE Brief​​​)

·        The OBD encourages all Licensees to pursue ongoing continuing education opportunities in cultural competency.

·        The OBD considers cultural competency relevant to the current practice of all licensees, and licensees may use this CE towards their required CE hours.  However, please note that the OBD has no hourly requirement for CE in cultural competency.

DENTAL HYGIENE RENEWAL 2018-2020

Dental Hygiene renewal postcards were mailed July 16, 2018. Your postcard is not required to renew your license.  

 

The Board has moved to an online renewal process. You will not need any special codes to access your online renewal. Once you have accessed your online renewal application, you will be able to complete the process entirely online. If you should need to stop in the middle of the process, your information up to that point will be saved and you can return at a later date to complete the process. You will be able to pay online with a credit card (Visa or Master Card) or you can choose to print your completed renewal and mail it to the PO Box with a check or money order.

 

If you are choosing not to renew your sedation permit, please email the Board prior to renewing your license so that we can remove the permit and permit fee from your license renewal.

There will be no exception for the online process. If you do not have access to a computer, you can visit the local public library, a family member or friend, or even visit the Board office.

HB 4143 - Prescription Drug Monitoring Program

New legislation was just passed in February 2018, along with a temporary rule enacted by the OHA in April 2018, that requires all dentists with an active Drug Enforcement Administration (DEA) registration to register with the PDMP by July 1, 2018.

Effective December 1, 2017, the Oregon Board of Pharmacy (OBP) adopted Dispensing Practitioner Drug Outlet Rules.  Following is the link to review the notification:

Rule Changes & Other News

The Board held a public rulemaking hearing on October 20, 2016. At its regular Board meeting on October 21, 2016, the Board voted on to adopt a new rule to be effective November 1, 2016. The Board also voted on to adopt 4 other new rules, amended 26 other rules and chose to repeal 8 existing rules - all of these changes are effective March 1, 2017.


 The information regarding the new rule - OAR 818-001-0083 Relief from Public Disclosure, which is effective Nov. 1st, can be viewed at this link OAR 818-001-0083.  Any Licensee that is interested in taking advantage of this new rule should contact the Executive Director, Stephen Prisby. Your request will be submitted and considered by the full Board at its next Board Meeting.

Oregon Dental Association (ODA) Best Management Practices (BMP)- UPDATE

All Oregon dentists should be aware that the ODA’s BMP has implemented a new rule effective October 24, 2016, that prohibits the use of oxidizing line cleaners used in conjunction with Amalgam Separators. Line cleansers with bleach can dissolve mercury from amalgam particles in dental wastewater.  The rule has been updated in the ODA’s Best Management Practices (BMP) to reflect the following addition: “Line cleansers with bleach can dissolve mercury from amalgam particles in dental wastewater. Use line cleansers that do not contain bleach or chlorine”.

 “ORS 679.520 Treatment of dental waste materials containing mercury. (1) A dentist who places in or removes from the human oral cavity dental materials containing mercury shall:

      (a) Implement and maintain best management practices of dental wastes as developed by the Oregon Dental Association to prevent amalgam waste and mercury from entering the air, sewage systems, waterways and garbage;”


IMPORTANT INFORMATION REGARDING DENTAL ASSISTANTS

 Effective July 1, 2016 the Dental Assisting National Board (DANB) will be processing all of Oregon’s dental assisting certifications including Certification by Credentials.

 

For information on becoming certified by Credential in Oregon, please contact DANB after July 1 to obtain application forms.  All other pathways to obtain certification in Oregon are available on DANB’s website at http://www.danb.org/Home/Meet%20State%20Requirements/State-Specific-Information/Oregon.aspx
