The ODHS Office of Aging and People with Disabilities (APD) recognizes the essential role of community-based organizations in community-led, culturally, and linguistically responsive case management and advocacy. APD acknowledges that there is a need for culturally responsive services for Deaf and Hard-of-Hearing Oregonians when trying to navigate health, legal, education and other public services. APD recognizes that organizations staffed with, and directed by, people with cultural and linguistic knowledge, sensitivity, and lived-experiences are critically important to provide culturally-responsive services that will meet these needs. This Request for Proposals seeks to create opportunities for one or more nonprofit organizations to provide accessible case management and advocacy services for Deaf and Hard-of-Hearing Oregon residents.

Innovation Fund
The Office of Aging and People with Disabilities' Innovation Fund supports innovative projects that improve services for older adults and people with disabilities. APD has a total of $3 million to support innovative projects, with at least $2 million designated for projects focused on equity. Equity focused projects may include those serving communities and groups that have experienced barriers in accessing services and supports.
