Below is a searchable database of DPSST Professional Standards Cases and agency police officer discipline that included economic sanctions as required to be reported per ORS 181A.684.

NOTE: Records with a Status of Under Review indicates that DPSST has opened a professional standards case due to the receipt of information indicating that an officer may have engaged in behavior that violates an established certification standard. An open case that is under review is not proof that a public safety professional engaged in misconduct. 

Officers and dispatchers will remain on this list until 5 years after date closed.  A Deny, Revoke, Suspend Excel file is available that contains the names of all officers whose certification was denied, suspended or revoked due to misconduct. The complete file can be requested by submitting a public records request

Field Explanations

This list includes the following fields that can be filtered and sorted.  You can also export the entire list to an Excel document.

  • Officer/Dispatcher Name 
  • DPSST number:  DPSST's identification number
  • Certification(s):  Certification(s) held by officer/dispatcher at time of case review.
  • Reason for Reporting:
    • Academy Dismissal:  The officer/dispatcher was dismissed from the Oregon Public Safety Academy due to misconduct.
    • Arrest/Criminal Disposition:  Case opened due to a report that the officer/dispatcher was arrested or received a criminal citation to appear in court for a criminal offense. 
    • Complaint:  A case was opened based on a report of misconduct by an elected official, public safety professional who is no longer employed, or a public safety professional employed by an agency who fails to respond to DPSST’s request for acknowledgement.  
    • Economic Sanction:  HB3145 requires agencies to report any police officer discipline occurring after January 1, 2022, that involves economic sanctions.  The bill further requires DPSST to publish this information in a manner accessible to the public.
    • Separation from Employment: Case opened due to a report of a non-voluntary separation from employment, or a separation while an officer/dispatcher was under investigation. 
  • Status:
    • Admin Closure:  Case administratively closed due to no moral fitness violation, lack of evidence to prove a moral fitness violation, or other circumstance allowable by administrative rule. 
    • Contested Case Process:  A hearing on the DPSST action has been requested in accordance with the Administrative Procedures Act.
    • Denied:  DPSST certifications are denied.
    • Final Order Issued:  A final order to revoke or deny has been issued.
    • No Action:  A moral fitness violation was identified; however, the Board took no action upon considering the totality of the circumstances surrounding the conduct.
    • Notice of Intent to Revoke Issued: A notice of DPSST's intent to revoke certification has been issued.
    • Reporting Only--Information required to be reported to and published by DPSST in a manner accessible to the public.  
    • Requires Discretionary Review:  DPSST has found misconduct that violates the Board's moral fitness standards that requires review by the appropriate Policy Committee.
    • Requires Board Review:  Requires review of Policy Committee recommendation
    • Revoked:  DPSST certifications are revoked.
    • Under Review:  Case has been opened and in the process of being reviewed.
  • Documents:  DPSST created records related to the case. 
    • Admin Closure Memo:  DPSST memo presented to Policy Committee recommending administrative closure of a case.
    • Board Staff Report:  DPSST memo presented to the Board created to reflect Policy Committee consideration and recommendation of discretionary moral fitness violations.
    • Committee Staff Report:  DPSST memo presented to the Policy Committee to facilitate discussion of a discretionary moral fitness violation.
    • Economic Sanction: HB3145 requires agencies to report any police officer discipline occurring after January 1, 2022, that involves economic sanctions.  The bill further requires DPSST to publish this information in a manner accessible to the public.
    • Final Order:  Legal order revoking or denying certification(s) issued following opportunity for due process.
    • Stipulated Order Surrendering Certifications: Final Order in which an individual voluntarily relinquishes DPSST certifications.
  • Employer:  The public safety agency in which the individual is or was employed when DPSST became aware of a potential moral fitness violation.
  • Revocation/Denial Reason:  Identified element(s) of behavior that violate the Board’s moral fitness standard.
    • Dishonesty:  Used for both pre-employment and employed officer/dispatcher cases, dishonesty includes intentional conduct that includes untruthfulness, dishonesty by admission or omission, deception, misrepresentation, falsification or reckless disregard for the truth.
    • Misuse of Authority:  Used for employed officer/dispatcher cases only, misuse of authority is intentional conduct that includes the use or attempted use of one’s position or authority as a public safety professional to obtain a benefit, avoid a detriment or harm another
    • Misconduct:  Used for employed officer/dispatcher cases only, misconduct includes conduct that violates criminal laws or conduct that threatens or harms persons, property or the efficient operations of any agency.
    • Gross Misconduct:  Used for pre-employment officer/dispatcher cases only, gross misconduct includes deliberate or reckless conduct that caused or could have caused significant harm to persons or property; conduct that includes violence against another person; or conduct resulting in a criminal disposition for a sex-related offense.
    • Mandatory:  The case involved a criminal conviction or discharge that required revocation by Oregon Administrative Rule 259-008-0300.
    • Surrendered:  Officer/dispatcher voluntarily relinquished certification. Certifications permanently revoked.
  • Date Opened:  The date DPSST received information on a potential moral fitness violation and opened a professional standards case.
  • Close Date:  The date the professional standards case was closed.
  • Ineligibility Period:  If the officer/dispatcher is revoked or denied, this is the length of time they must wait before applying for new certification.
  • Time Employed:  Length of time officer/dispatcher has been employed in public safety.
  • Highest Certification:  Highest level of certification held by the officer/dispatcher.
