​Helping employers strategize, not downsize


The Work Share program provides an alternative for employers and workers who may be facing a layoff situation. Work Share allows employers to red​uce work hours for their employe​es by providing partial unemployment insurance benefits that supplement workers’ reduced wages. ​

​​How Does It Work?


Employers must apply for the program by completing an applicatio​n and sending a work plan to the Oregon Employment Department. Employees cannot apply directly for Work Share

The employer must select three or more employees with reduced work hours to participate in the Work Share program. Employers must state that these work hours and wages will be cut by at least 20%, but no more than 40% per week, and confirm normal work week hours are 40 hours or less.  

To qualify, each employee in the program must have worked full-time for six months, or part-time for 12 months at the time the employer’s Work Share plan is submitted. Weekly claims are submitted by the employer.​​

Frances* is the Oregon Employment Department’s new modernized system

Frances Online supports both Unemployment Insurance and Paid Leave Oregon, the new Paid Family and Medical Leave program. Frances Online replaces the Oregon Payroll Reporting System (OPRS) and the Employer Account Access (EAA) portal. The system also supports the Statewide Transit Tax and Paid Leave Oregon contributions that started in the first quarter of 2023.

In Frances Online, you have more options for account access and filing your payroll reports as well as many new features, including amending the Statewide Transit Tax Form from January 2023 forward, saving reports in process, sending account attachments, and importing report data.
