Proposed Rulemaking

LUBA is proposing to amend its administrative rules. The proposed amendments increase appeal and intervention filing fees, renumber and reorganize rules, clarify manner of filing for all documents, and clarify that parties must respond to notices and orders from the agency. The notice of proposed rulemaking and statement of need and fiscal impact, as required by ORS 183.335(2), as well as the text of the proposed rule amendments, can be found here.

Comments may be submitted via email at LUBA.Support@luba.oregon.gov. Please include "Comments on Proposed Rulemaking" in the subject line. Comments may also be submitted via the United States Postal Service at Land Use Board of Appeals, 201 High Street SE, Suite 600, Salem, Oregon 97301-3398. Comments will be accepted until 5:00 p.m. on November 21, 2025.

2025 Legislation
