LUBA's Administrative Rules

The Oregon Administrative Rules (OAR) are maintained by the Oregon Secretary of State.

Rulemaking Notice List

If you would like to be added to our Rulemaking Notice list, please submit a request by email to LUBA.Support@luba.oregon.gov, or by mail to Land Use Board of Appeals, 201 High Street SE, Suite 600, Salem, Oregon 97301-3398, with a subject line "Rulemaking Notice List" and indicate whether you would like to receive notice via email, traditional mail, or both.

Current Proposed Rulemaking

There are no current notices of proposed rulemaking and there are no planned future rulemaking actions. As LUBA engages in rulemaking, updates and documents pertaining to the rulemaking will be posted to this page and noted on the calendar below.

Recent Rulemaking Actions

LUBA amended its administrative rules, effective January 1, 2026. The amendments increased appeal and intervention filing fees, renumbered and reorganized rules, clarified manner of filing for all documents, and clarified that parties must respond to notices and orders from the agency.

On October 16, 2025, LUBA proposed to amend its administrative rules. That October 2025 notice of proposed rulemaking and statement of need and fiscal impact can be reviewed. A summary of comments received in response to the October 2025 rulemaking can also be viewed.

On August 28, 2025, LUBA proposed to amend its administrative rules.
