Overview

This page will display proposed rule changes of the Oregon Board of Chiropractic Examiners and announce the comment period for public comments. You can also review recently adopted rules and link to the agency's current, published rules.

Prior to adoption, OBCE will open a comment period for the proposed rule language and at least one public hearing will be held during the comment period. Information will be posted under Proposed Rules when available to comment.

OAR 811-010-0021 - Name Changes
Rule Summary

​This rule requires all licensees and certificate holders to promptly notify the Oregon Board of Chiropractic Examiners (OBCE) of any name or contact information changes. It establishes the process for reporting name changes through a Name Change Affidavit with supporting documentation and mandates written (email) notification to the Board within 30 calendar days of any change to ensure accurate and current records.

Rule Summary

​ This rule establishes the Oregon Board of Chiropractic Examiners’ authority and standards for recognizing chiropractic specialty programs. It adopts by reference the Federation of Chiropractic Licensing Boards’ Recognized Chiropractic Specialty Program (FCLB-RCSP) standards as part of the Board’s review criteria. The rule clarifies that the Board retains sole authority to approve or deny specialty programs, sets requirements for chiropractic physicians to obtain Board approval before representing themselves as specialists, and outlines the Board’s process for reviewing post-doctoral specialty programs.

​Amends (1)(a) from “treatment and diagnosis" to “examination, treatment, and diagnosis," and (1)(b) from “diagnosed" to “prescribed," clarifying and correcting consent language to align with statutory intent and scope of practice.

​Chiropractic physicians must provide medical records and imaging (updated from “X-rays") in subsections (1), (2), and (3)(a) to patients within 30 days and to the Board within 14 days, with confidentiality, reasonable fees, and certification of completeness required.

Rule Summary

This rule established a temporary chiropractic license for spouses or domestic partners of activeduty military personnel who meet specified application, education, examination, and licensure requirements. The license expires when Oregon is no longer the duty station, the out-of-state license expires, or in subsection (2)(c), six (6) months after issuance (changed from 13 months in original rule). The license is non-renewable, and continued practice after expiration is considered unlicensed practice subject to Board action.​
