We created the
Compass Project to improve the way people with intellectual and developmental disabilities (I/DD) receive services.
The project is refocusing Oregon's system on what a person needs to have a full life based on their needs, interests and preferences. This person-centered reorientation includes the creation of transparent rate models that align with our expectation for competent, well-trained providers who deliver safe, high-quality services that maximize independence and integration for the people we serve.
This effort meets our
strategic goal of creating a system that is sustainable, easy to use, equitable and supports people to live rich, full lives while providing for their health and safety.
Rate setting process
The process included establishing clear service expectations, studying current conditions and aligning expectations with appropriate reimbursement. We contracted with
Burns & Associates, a health policy consulting firm, to complete the rate-setting work.
Phase 1: 24-Hour Residential (adults and children), Attendant Care, Non-Medical Transportation, Professional Behavior Services, Small Group Employment, Employment Path and Day Support Activities
We held initial meetings with provider groups, sent a cost survey to all providers to complete and analyzed other available data. Provider groups reviewed the proposed draft models, provided additional data and gave suggestions for adjustments. The Oregon Legislature fully funded the new rate models.
The rate models in phase 1 are final and scheduled for implementation in July 2022. The
service group framework will establish rates for 24-Hour Group Homes, Employment Path, Small Group Employment, Day Support Activities, Job Coaching and Discovery.
While new rate models were developed for Professional Behavior Services, we have decided not to implement them at this time. The service groups will group people who receive services according to their level of need and will determine the payment category. Providers will be reimbursed for services based on the service group and four payment categories.

New rate models effective July 1, 2023
Phase 2: Adult and Children's Foster Care
The rate-setting process for Adult and Children's Foster Care payments will follow a similar path as Phase 1. We have completed provider cost surveys which are being analyzed along with other available data.
