Adult Consumer Survey
The ODHS Office of Aging and People with Disabilities is participating in the National Core Indicators – Aging and Disabilities (NCI-AD) Adult Consumer Survey.
This survey helps states assess the performance of their programs and delivery systems in improving services for older adults, individuals with physical disabilities and care providers.
The NCI-AD Adult Consumer Survey is a collaborative effort between participating states and the nonprofit ADvancing States and the Human Services Research Institute (HSRI). Agencies in participating states, including the Oregon Department of Human Services (ODHS), work with NCI-AD to interview individuals who receive services.
The primary aim is to collect and maintain valid and reliable data that give states a broad view of how publicly-funded services impact service recipients' quality of life and outcomes.
- On May 10, we started sending letters to potential participants. We also sent notification letters to long-term care facility providers so they are aware of this ODHS-supported survey.
- On May 16, interviewers started calling potential survey participants or their guardians to ask about participation. Interviews will continue through early fall.
- Oregon results will be published on the NCI-AD website in 2025. The results will include aggregate data only – no individual data will be published or available to the state. A national comparison report will also be available in 2025.
The ODHS Office of Aging and People with Disabilities (APD) program contracts with Vital Research LLC, to interview individuals to collect the survey data. Vital Research has provided NCI-AD project and survey oversight in many states, including Oregon. Vital Research is responsible for staffing and managing the survey data collection. Vital Research interviewers are all background checked before they see any data or contact individuals about the survey.

- Participation in the survey is
always voluntary. Potential participants are sent a letter about the project in advance. View sample letters to consumers, guardians and providers.
- A random selection of people receiving services will be asked if they are willing to participate.
- Survey interviews are conducted in-person, in a consumer's home, by video conference or by telephone based on the consumer's choice.
- In Oregon, people receiving Medicaid-paid long-term care services and supports in all potential settings will be surveyed. This includes in-home settings, adult foster homes, residential care, assisted living, memory care and intermediate care nursing facilities.
- Surveys will be conducted with people served by the Program of All-Inclusive Care for the Elderly (PACE) and Older Americans Act programs.
This survey is for adult consumers of aging and disabilities services. A similar survey is underway to look at the
state of the workforce.
