Licensing Fee Increase:
Effective Novmeber 7, 2025, OVMEB will implement a fee increase for all license fee categories in accordance with our legislatively adopted budget, industry standards and operational cost adjustments. Fee schedule attached below for reference.
We understand the impact any increase can have and want to assure you that this adjustment is necessary to maintain our mission, compliance oversight, continue service delivery, and support the continued integrity of our regulatory framework.

Rule Changes
OVMEB has permanently adopted a rule to correctly define terms as adopted by the Board related to "Pregnancy evaluation"; "Sterility evaluation" and "Fertility evaluation". OAR 875-005-0005 - Definitions
OVMEB is providing notice of proposed rulemaking to replace rule language already approved and adopted, which had been inadvertently deleted during a prior rulemaking: OAR 875-010-0031 Facilities
OVMEB has proposed the following rules or amendments:
- OAR 875-010-0100 to establish a new rule as required by Senate Bill 1552 requiring specified boards to make a determination as to whether a criminal conviction will prevent the petitioner from receiving a license: OAR 875-010-0010 Predetermination
Oregon Veterinary Medical Examining Board voted to approve the proposed rule changes to OAR 875-005-0005, OAR 875-010-0031, OAR 875-011-0010, and OAR 875-040-0010. These rule amendments were unanimously approved during the public Board meeting conducted on April 10, 2025.
- OAR 875-005-0005 was amended is being amended to add definitions for the terms "pregnancy evaluation", "sterility evaluation", and "fertility evaluation".
- OAR 875-010-0031 was amended is being amended to require that facilities notify the Board and their clients prior to closure, to add requirements for the disposition of patient records from closed facilities, and to clarify that the managing veterinarian at the time of closure is responsible for ensuring that all requirements of the VPA are met.
- OAR 875-011-0010 was amended to include reference to the requirements for facility closure and records disposition that have been added to OAR 875-010-0031(11).
- OAR 875-040-0010 was amended with several minor corrections and clarifications to ensure language accuracy and consistency with the rest of the Veterinary Practice Act.
Policy Changes
Staff will no longer be proving letters of good standing. Our online system provides the official Oregon verification for licenses regulated by our office and is updated in real time. The verification system is available to the public, at no charge, and can be accessed by visiting https://ovmeb.us.thentiacloud.net/webs/ovmeb/register/# . The system allows for individual verification searches, as well as the ability to download lists of professionals. The printable verification will provide information about the license including the date the verification was generated, the initial date of licensure, the expiration date, and any discipline information. The online system is the only primary source license verification system available. Oregon will not complete state-specific forms or complete verifications manually.
Additionally, online verifications from other states are acceptable as the primary source of verification.
