Five Year Administrative Rule Evaluations

Every five years the Water Resources Commission (WRC) is required under OAR 690-505 to evaluate the effectiveness of the Mitigation Program.  The purpose of this evaluation is to determine whether the allocation cap may be lifted or otherwise modified.  The Department must specifically evaluate the effectiveness of mitigation projects and mitigation credits that involve time-limited instream transfers, instream leases, and allocations of conserved water from canal lining and piping projects.  This evaluation must also include evaluation of the zones of impact identified by the Department.
