Water Distribution and Enforcement - Divisions 250 and 260 Rulemaking

The water distribution and enforcement rulemaking is expected to begin the fall of 2027 with additional engagement happening late fall 2026 to the summer of 2027. Topics currently in consideration based on legislative changes, open house feedback, policy feedback, and other scoping research include but are not limited to; changes associated with HB 2010 (section 26), HB 4061, and SB 326, improving the definition of waste of water, defining bulges in the system, improving rotation agreement process/requirements, updating the civil penalty schedule, and re-affirming in rule that Oregon is a one-fill state when it comes to stored water. Updates will be provided on this page and through GovDelivery.
