The purpose of this rulemaking is to (1) implement House Bill 3342 (2025) relating to water rights transactions; (2) implement House Bill 3544 (2025) relating to contested case processes; (3) reinitiate efforts to update Oregon Administrative Rules (OAR) Chapter 690, Division 77 rules relating to instream water transactions; and (4) make other policy and process improvements to impacted rule divisions. These Divisions include 2 (contested case/protests), 380 (transfers), 77 (instream water transactions), 382 (groundwater registrations), 17 (forfeiture/cancellation), and 305 (new standardized mapping criteria).
