Complaint Process

Complaint Process

Complaints are filed in eLicense, the Agency’s online system.

  1. If you are a real estate licensee, click on the “For Licensees” button below to log into your eLicense account. 
  2. If you are not licensed, click the “For Non-Licensed Complainants” below. You will register an account, verify your email address, then submit the complaint and supporting materials online in eLicense.
  3. OREA will review the complaint. In most cases, other people involved in the case, including the respondent, will be contacted. Based on the information received, OREA will determine whether to start an investigation.
  4. If OREA determines an investigation is warranted, the case will be assigned to an Investigator/Auditor.
  5. When the Investigator/Auditor completes the investigation, they prepare a report.
  6. Based upon the report, OREA may either close the case or seek administrative action against the person's license.
  7. If OREA seeks administrative action, the respondent has due process rights that allow an appeal of the Agency's decision.
