The Employment Relations Board (ERB) resolves disputes concerning labor relations for an estimated 3,000 different employers and 250,000 employees in public and private sector under its jurisdiction. The Board administers the collective bargaining law that covers public employees of the State of Oregon and its cities, counties, school districts, and other local governments; hears and decides appeals from state employees concerning personnel actions; and administers the collective bargaining law that regulates private employers who are not covered by the National Labor Relations Act.

Administrative Rule -- Fee Increases
Fee Increases Effective July 1, 2011. Senate Bill 5556 (2011) increased fees for filing unfair labor practice complaints, charges, answers, and motions to intervene, and for mediation services. Please click here to see the changes.
Administrative Rule -- Computation of Time
Computation of Time Effective August 24, 2011. Agency rules were amended to account for statewide closure days and the possibility of other closure days (e.g., natural disaster, inclement weather) in the computation of time for filing of documents. Please click here to see the changes.
OFFICE CLOSURE DATES (UNPAID FURLOUGHS)
The Employment Relations Board, along with most state agencies, will be closed on ten specified days during the biennium. State workers affected by the closures, including all ERB staff, will take unpaid furloughs on those days. The closure days all fall on Fridays.

To minimize the impact of these closure days, the agency has filed temporary rules relating to the computation of time. Staff will consider the closures when providing due dates for responses, answers, briefs, etc.

Please note that the Board cannot waive statutory timelines.
