    The Office of Equity and Inclusion (OEI), formerly the Office of Multicultural Health and Services, serves as a leader and catalyst in helping to promote equitable health and human services for communities of color, Indian tribal governments, and other multicultural groups.

    The office works with state and local government and community partners to improve health and human services programs and policies for underrepresented populations in Oregon through culturally specific and culturally competent approaches.

    The Office of Equity and Inclusion also supports affirmative action, cultural competency and diversity initiatives that create and sustain welcoming environments that are inclusive and respectful of staff, customers and partners.

The State of Oregon the clear mandate in state law and the Americans with Disabilitie​s Act (ADA) of 1990, as amended by the ADA Amendments Act of 2008, to remove barriers that prevent qualified people with disabilities from enjoying the same employment opportunities that are available to people without disabilities.


The Oregon Health Authority (OHA) is committed to ensuring that its programs and activities comply with civil rights laws. Consistent with this objective, Suzanne Hoffman, Chief Operating Officer for OHA has primary responsibility for ensuring that the OHA’s polices and practices applicable to program participants or clients by OHA or its contractors, comply with the federal and state civil rights laws and regulations, including prohibition of discrimination based on race, color, national origin, age or disability.

She may delegate responsibilities and tasks to others in carrying out these responsibilities, including assuring that allegations of discrimination are promptly investigated. Employee Resource GroupsEmployee Resource Groups are voluntary, employee driven groups that are organized around shared interests and backgrounds (i.e. LGBTQ, African American, Veterans, etc.) to provide support, networking and professional opportunities as it relates to the operational needs of the Oregon Health Authority. This includes employees from traditionally underrepresented groups and allies who support them.

OEI's monthly newsletter highlights timely information as it relates to health equity and inclusion in the workplace and also seeks to share opportunities for your continuing education, professional development and career advancement.​
The rules that govern how the Oregon Health Authority and DHS collect race, ethnicity, language and disability data were finalized on March 10, 2014. Many thanks to the Rules Advisory Committee and invested stakeholders.

The State of Equity report presents demographic and geographic data analyzed by race and ethnicity. The report is intended to be an online living document regularly updated and expanded through ongoing research and the evaluation of data.

Its purpose is to illuminate the effect of Department of Human Services and Oregon Health Authority practices on the diverse racial and ethnic populations served by the agencies' programs. Outcomes include access to and utilization of services and programs, customer service quality and the long-term effects of accessing services and programs viewed through the lens of race and ethnicity in Oregon.
Oregon’s health system transformation and the federal Affordable Care Act have emphasized the essential role of Traditional Health Workers (THWs) in promoting health and delivering care.

The Traditional Health Worker Subcommittee activities consist of directing the ongoing body of work as assigned by the THW Commission and the Oregon Health Authority in the need to integrate Traditional Health Workers within Oregon’s integrated health care system. There are three subcommittees convened; Training Evaluation Metrics and Program Scoring (TEMPS), Scope of Practice, and Systems Integration Subcommittees that will meet monthly.
