Dear state airport users,

The FAA has established the National Plan of Integrated Airport Systems (NPIAS), which identifies approximately 3,300 airports in the US that are eligible for Federal funding under the Airport Improvement Program (AIP). The FAA is required to provide Congress with a 5-year estimate of AIP eligible development every two years. An airport’s based aircraft count helps determine its eligibility in the FAA’s NPIAS.

With the intent of maximizing funding to our airports, the Oregon Department of Aviation is updating the Based Aircraft database for the 28 State-owned airports it operates. A “Based Aircraft” is an aircraft that (1) spends a majority of the year (greater than 6 months) at any one of our airports, (2) is operational, and (3) is airworthy with a current FAA airworthiness Certificate.

In a letter sent by the FAA (attached), a deadline of December 19th 2025 was set for reporting based aircraft if they are to be included in the next 2-year NPIAS planning cycle. It is vitally important that we report all of the aircraft based at our airports to ensure they receive the appropriate amount of funding for improvements to support aircraft operations. Each based aircraft helps us demonstrate and plan for infrastructure improvement as well as maintenance need at our airports.

Action Requested - Please send a complete and up-to-date list of all aircraft in your facilities that meet the criteria above to me at Anthony.beach@odav.oregon.gov by November 30th.

For each aircraft to be counted, please include:
  1. The aircraft registration (N) numbers
  2. The airport identifier for which they are located
  3. Any additional information such as
    1. the make and model of the aircraft
    2. the hangar it is stored in
    3. any explanation for recent purchases or sales are helpful for airports that duplicate reporting of the same aircraft.
Thank you for your participation and assistance in helping improve our state airports.
