Announcement - Safety remains the highest priority for the Oregon Department of Aviation (ODAV). To assist ODAV's efforts ensuring a safe operating environment at the Aurora State Airport (UAO), new temporary rules have been adopted regarding violations for Vehicle and Pedestrian Deviations (V/PD). These violations may be subject to civil penalties.

A V/PD occurs when a person enters into or moves within the restricted Movement and Safety Area at UAO without clearance by Air Traffic Control. Since the Air Traffic Control Tower opened in 2015, UAO has experienced a high number of V/PDs. In recent years UAO has had the highest occurrence of V/PDs in the Northwest Mountain Region.

Effective February 5th, 2026:

ODAV has adopted OAR 738-050-0005: Vehicle/Pedestrian Deviations and Civil Penalties, and amended 738-140-0020: Violations for Which a Civil Penalty May be Imposed.

Please see the adopted and amended rules in the Copy and Tracked attachments at the bottom of this notice.

Key safety practices for all airport users and visitors to prevent violations include:
  • Identifying and remaining outside of the controlled Movement and Safety Areas
  • Not sharing airport access information, and maintaining control over guests
  • Stopping and waiting for gates to close to prevent piggybacking
  • Using the most direct vehicle gate and route to access your airport destination
  • Always driving with heightened situational awareness, and giving way to aircraft                                                     Attention Sign
Reminder - The Oregon Department of Aviation has published training and is asking all users and visitors of the Aurora State Airport (UAO) to help maintain a safe operating environment. The Aurora State Airport User and Visitor Safety Training explains what Runway Incursions and Vehicle/Pedestrian Deviations are, all user’s responsibilities, the layout of the airport, and other important safety information. Most importantly, it explains how to identify restricted areas such as the Movement and Safety Areas, and the need to avoid them.

Developing the new Master Plan for the Aurora State Airport is a multi-year public process that has included 9 Planning Advisory Committee (PAC) meetings, 3 PAC work sessions, 2 open houses, and 1 public survey. With the PAC and public’s help developing the Draft Final Airport Master Plan in August 2025, the PAC process has concluded. However, the Oregon Department of Aviation’s coordination effort to support the Aurora Airport Master Plan is ongoing.

The Department intends to follow OAR 738-130-0055(6) and ORS 197.180(1) and bring the new master plan to the Board in 2026.  This process will include a public hearing in Salem, Marion County, Oregon, with a public announcement at least 30 days prior to the hearing.   The Board and the Department intend to comply with OAR 738-130-0055(6), which requires the Board vote whether to adopt the master plan and to make findings that the plan is compatible with the acknowledged comprehensive plans of affected cities and counties and that it complies with the applicable statewide land use goals.  If the master plan is adopted, the Department and Federal Aviation Administration will then sign the Airport Layout Plan.

The Oregon Department of Aviation appreciates the PAC and public’s involvement and interest in the new Master Plan.
